Columbus Mayor: We will apply for both conventions in 2016

OK, now we're getting serious:

As the acknowledged center of the U.S. political universe, it makes sense for Ohio to get both political conventions in 2016.

At least that’s how Mayor Michael B. Coleman and Cuyahoga County Executive Ed FitzGerald see it after coming here to get a handle on what it will take for their respective cities, Columbus and Cleveland, to land a national party convention.

“It’s possible, absolutely possible,” Coleman said. “That would be very cool. If I were the chairmen of the Republican Party and the Democratic Party at the national level, I would look at that option because Ohio is so critical in determining who ends up in the White House.”

FitzGerald agreed: “If it wasn’t in Cleveland, my next choice would be Columbus. It’s long overdue in Ohio.”

And if Columbus and Cleveland each were chosen four years hence, “That would be perfect,” FitzGerald said.

In separate interviews here, the two leaders said they are high on Ohio’s chances of landing a rare twofer in American politics.

After a three-day personal reconnaissance mission of the Charlotte convention, Coleman is so confident that Columbus has what it takes that he declared: “We will be applying for both conventions (in 2016). ... My conclusion is that if Charlotte can have a convention like this, Columbus can.”

Previously, Nashville, Salt Lake, Newark, Indianapolis, Dallas, Phoenix, St. Louis and Philadelphia have been mentioned as potential candidates to host one or both of the conventions in 2016.

Dates for Columbus (0.00 / 0)
Columbus hosts the Ohio state fair, normally the last week in July and the first week in August. (And I've been -- it's huge and terrific). I wonder if that will have impact if the parties decide they want earlier conventions.

Columbus would be a good choice, although it's doubtful they'd get both -- I'm still holding out for Philadelphia, though.

I know Phoenix is also interested -- I'm guessing the Democrats would NEVER consider it - not with that heinous law on the books. If for some reason they did, and I say this AS A JOKE -- we'd have to all wear "I am Spartacus" tee shirts.


Earlier Convention (0.00 / 0)

One of the reasons for moving to a later convention for both parties was FEC rules which (if you take public money) limits spending after the convention.

Now that nobody takes public money for the general, the key FEC rule is the one that prohibits the spending of general election funds (the second $2,500 from your big donors) until after you accept your party's nomination.  That would seem to encourage a return to a July convention, especially for the challenging party.

I've posted the first point on the old DCW blog. But it also worked the other way. If you had limited primary money left, you wanted the early convention so you had access to the general election money. I think Dole in '96 was in this situation.

But I don't know: Can you spend primary money after the convention? If so, then moving earlier to also get access to the GE money makes sense. But if not, you might be leaving a lot of primary money on the table with an early convention.

My understanding is that cash on-hand carries over from one election cycle to the next. E.g. A Senate candidate without opposition (or without serious opposition like Clinton in 2006) gets to keep whatever is left after that election for the next election (and can even transfer it to a different federal committee).

Forgot to note that for FEC rules (and many states have similar rules), primaries and teh general election are considered separate election cycles.
